We are currently reviewing our Allocations Policy and, in line with our Tenant Participation Policy, we invite you to share your views on the proposed policy, as a WWHC tenant or prospective tenant, a WWHC housing list applicant or as a local stakeholder. The consultation is optional.
Background to the Policy
Our Allocations Policy was first introduced in June 2007 and sets out the criteria for letting our properties. It is a points-based policy where applicants are awarded points based on their individual or family circumstances. These points are then added up and an applicant is placed on one of housing lists’. When our properties become vacant applicants are then considered for housing depending on their points award and circumstances and preferences noted within their application form. The Policy was last updated in 2024 following formal consultation. This review has taken place as part of our normal review cycle.
Background to the Review
Tenants were invited to participate in a working group to review the policy in January 2026. The working group met, alongside staff, in March 2026 and reviewed the current policy, our turnover per property type, letting quotas and the supporting information offered to applicants that is issued when applying for housing with WWHC. The group further considered tenancy sustainment and homelessness.
The actions agreed from this meeting were considered when developing the proposed policy and checked against legislation and best practice.
The Management Committee considered and approved the changes to the target quotas in June 2026.
What are the proposed main changes to the policy?
- Changes in legislation since the previous policy was approved (in 2024);
- Changes to target quotas to homeless referrals and local authority nominations which were agreed by the Management Committee;
- Minor changes around clarification of some points (suspension of housing applications and annual review of the housing list);
- Additional clauses have been added around South Lanarkshire Council (SLC) nominations following WWHC eviction, harassment awards and dogs in multi-storey blocks.

The consultation will close on 11th September 2026. After this date, all responses will be reviewed and a final report will be presented to the Management Committee at the end of September 2026. We will publish the outcome of the consultation as soon as possible after this date.
